GALLIPOLIS, Ohio (WV News) — The Gallia County Commission met in regular session Thursday, discussing and voting on resolutions and hearing updates on county projects.
Commission Vice President Jay Stapleton and Commissioner Jeremy Kroll attended the meeting. Also present were County Administrator Brian Rutherford, Grant Administrator Karen Sprague, Special Projects Manager Tom White, and Commission Assistant Janie Peck.
Rutherford informed the commission that the county’s public records policy has been revised by the prosecutor’s office. The only changes were related to recent case law and legal decisions, including updates to public request and response forms. The commission will review the revisions.
Rutherford also requested the reutilization of a fund line for use by the engineer’s office for an upcoming bridge replacement project in Patriot. The commission approved the request.
Sprague presented the commission with an agreement for professional services with Delta Airport Consultants for a five-year period, effective through Jan. 29, 2030. Based on Sprague’s recommendation, Kroll made a motion to approve the agreement, which was seconded by Stapleton.
Sprague also introduced the organizational contacts form and the Ocean User and Role Assignment form to update authorized personnel for Community Development Block Grant (CDBG) draw requests in 2025. The forms designate who can perform actions in Ocean, the state’s online grant management system, and a new feature allowing authorized users to send and receive files to the Ohio Department of Development (ODOD). The updated form must be emailed to ODOD.
Sprague noted that the organizational contacts and user role forms will update the County CEO designation to Leslie Henry, name herself as the 2025 County Grants Administrator, and designate Rutherford as the 2025 County Administrator. The forms also remove Stapleton as County CEO. Additionally, Sprague signed a data confidentiality agreement and will continue to have access to upload and download files with the Ohio Department of Development (OCD). The commission approved the forms as presented, which are now on file in the county’s CDBG grant records.
The commission also approved the minutes of the previous meeting, along with bills, transfers and appropriations, and travel costs. According to the K9 report, there are currently 21 dogs at the county animal shelter.
